The article Dilbert and AstroBull 21 provided mentioned that "New York, Miami, and Jacksonville reportedly will play in the semi-pro National Premier Soccer League this season". The NPSL is a fourth-tier league with roughly 98 clubs, which may be a huge step down for those clubs.

Indeed.  It's a semi-pro league, with some teams being fully amateur.  Huge comedown for those clubs thinking they can force their way into the top division in this country.

 

It's also unclear what that means for the Cosmos, who already had their reserves in the NPSL.  Does that mean Cosmos B will be rebranded as The Cosmos, and we're going to pretend the reserves are now the world-famous first team?  Presumably they won't be playing at MCU Park in Coney Island.

 

And FWIW, California United has been removed from the NASL's website:

True, but it's also the next step down from the Second Tier, as the third tier has no leagues until the USLD3 league kicks off.

Jacksonville, Miami and New Yorks pro teams are still technically part of the NASL, however at this point they are trying to figure out if and where they will be for 2019. Jacksonville and New York already had reserve teams in the NPSL, while Miami is adding a reserve team this season. Miamis reserve team will be Miami FC 2. Jacksonville renamed their reserve club (Jacksonville Armada U23) to their pro name Jacksonville Armada FC. New York Cosmos B is the reserve club. It hasnt been said if the Cosmos will rename the club or not.

 

As for California United they are operating a reserve club California United II in the UPSL, while the pro club California United wont operate this season as it looks for a new league for 2019.

the USL is already creating a D3 league.  There is speculation that some of their current clubs may move to that level. 

 

But even if they don't, what’s wrong with a 40-team league?  They could split into regional conferences if travel expenses are a problem.   There are ways to handle any issues,

 

I don’t see any reason why the USL should stop expanding, so long as each individual expansion decision is solid.  And I’m not aware that anyone is suggesting these aren’t.

They haven’t officially announced that they’re out of the NASL, though. Just quietly removed from the website.

At its current league size, that’s essentially where they are now.  There not much east west crossover until the finals in the playoffs

Very true, but i still feel like a few teams in USLD2 will drop to USL D3, so that may help.  I think teams like Penn FC, Rochester (if they come off hiatus), Colorado Springs, Tulsa, and other locations of about 1million population.

In last year's opening weekend Atlanta suffered a close loss while Minnesota got thrashed. This time the roles were reversed.

 

Turnovers killed the Loons tonight, especially the two that led to the Quakes' first two goals. Still, thanks to Kevin Molino's two late goals they managed to stay in it to the end.
