Tennessee is at least the 6th best job in the SEC (Bama, LSU, UF, UGA, A&M, and I might even put being 2nd fiddle to Bama at Auburn ahead of it). There's too many options in Cincinnati for people to go see and spend their money, and UC football routinely takes the last spot. There's no point in renovating Nippert Stadium and add 10,000 seats at $60 million, if you can't sell out 36,000 as it is.
