A few years ago I decided to try and remake and remodel a fictional city with a drawn out map based very accurately on New York City and New Jersey. With lots of work on it almost every day, it's been one of the most fun and interesting projects I have done, making up history for this fictional metropolis, naming and giving neighborhoods descripted details and names and imaging Freedom City as one of the world's greatest cities. After hours upon hours of researching the origins of names of Dutch, Native Indian, Anicent Greek, Latin, Old British languages, as well as also focusing on creating a dark criminal underworld for the boroughs of Freedom, here's what many days of work have created:

Here's what I have for basic information on the Freedom City Metropolitan Area:

The city-state of Freedom City, Freedom State is made up of three main counties, Powhattan, Upstate and Count’s. The county of Powhattan is the island/borough of Powhattan, in which the borough is it’s own county seat, and the only borough within the county as it is coterminous, also one of the biggest. Upstate County, commonly known as just Upstate, is made up of the two boroughs of Leeuwarden and Behanem. Count’s County is made up of the two boroughs of Dames and King’s Lynn. Each county has a county seat, which is basically the capital borough of the county. Powhattan’s is of course, Powhattan, which is also the capital borough of Freedom City and Freedom State, in which all of the city-state government buildings are located, in Castle Market City. Upstate’s county seat is Behanem and Count’s is King’s Lynn. Even though on addresses in Freedom City, the county is written, hardly anyone refers to living in for example “Upstate County”, as most citizens refer their home as the borough they live in. New Guernsey counties are abbreviated, while counties in Freedom City are not. For example, someone living in Holbeach, King’s Lynn would write on a letter, King’s Lynn, Count’s County, Freedom City, FR. The boroughs of Upstate County are usually referred to as “upstate” or “Upstate Freedom City.”

The city-state of Freedom City is made up of the five boroughs; King’s Lynn, Dames, Powhattan, Behanem and Leeuwarden, which are independent boroughs with their own government, laws, city council and services. Each borough is very unique and continues to become more and more diverse. Three counties that the boroughs are situated in also make up the city-state. Upstate County, in which Leeuwarden and Behanem are located, Count’s County in which King’s Lynn and Dames are located in, and Powhattan County which shares the name with borough and capital, Powhattan.

Counties of New Guernsey

New Guernsey is it’s own city-state, separate from Freedom City, but considered part of the Freedom City Metropolitan Area. New Guernsey is made up of four counties, which is home to various townships and cities. Newlyn, also known as North Guernsey, Stolpen Island County and Wessex County, which are sometimes referred to as Central Guernsey, and Seashore County which is also known as South Guernsey. The capital city of New Guernsey is Newlyn, in Newlyn County. Unlike Freedom City which has boroughs and usually one county making up two boroughs/islands, New Guernsey just has counties, which make up each island.
