"Football Staff"? What does that mean? Were the players people who also work for football teams?

The teams in Europe were run by soccer (football) clubs, the players were not footballers.

Football Staff was the company that made those jerseys. Well, the company that finished them (embroidery, etc.). During those times, some companies, distributors of some brands, like http://www.delongsports.com/ (they made the KK Split jerseys in 1990, although the jersey showed the converse logo), were responsible of manufacturing the uniforms.

 

If you take a look at the Virtus uniforms above, you will see a label that says "Macron - uniforms". Today Macron is a brand, but back in the day was one of those companies as well. In the image below you can see the Reebok logo on the front of the jersey and a Macron label inside. Weird, but it was that way.
