Swap Philly and Atlanta, Atlanta is more isolated and doesn't have any real rivalries/history. Sixers are on the coast and have a history with the Knicks and Celtics.

I did my baseball at the end of the 21st century alignment which can be seen here. Now here's soccer at the end of the 21st century. Just like MLB, The top 5 tiers will have all metro areas (and in this case, all states) gets a team. There will also be Pro/Rel, and there will be 30 teams in every league. A bracket with the year shows the year when the expansion team was founded.

Saskatoon &/or Victoria wouldn't work, they'd erode the Riders' & Lions' territories.

Sudbury is just for balance. Thunder Bay is a better geographic fit, yet its population has actually declined over 30yrs. Sudbury could maybe grow a fan base with North Bay/Sault Ste. Marie/Parry Sound.

I know Kitchener/Waterloo is the sexy choice, though too much southern Ontario coverage might get weird.

Now here's my take on the National Football League. NFL creates another league called NFL2, but stun the American sports world on April 1, 2040, when they announce Pro/Rel. The system would take affect in 2042, with the bottom teams in each NFL1 division having the worst combined record in the last three seasons facing the top teams of their equivalent NFL2 division in a relegation "playoff" match after each league's respective championship games.

Swap Philly and Atlanta, Atlanta is more isolated and doesn't have any real rivalries/history. Sixers are on the coast and have a history with the Knicks and Celtics.

Not sure on Philly and Atlanta, but I'd swap Phoenix and Utah. The Suns have traditionally been grouped with the Pacific teams while the Jazz have historically been aligned with Denver and the Texas teams (plus Oklahoma City is there now).

This got me thinking, though: What if the NBA were to expand to 32 teams while moving to an NFL-esque 8-division, 4-team alignment, though geographically aligned? Here's a possibility (*=expansion team):
