Paint, while practical, is not the best for resizing purposes. Keep in mind that you are trying to convey an idea. Obviously, more complex tools might help you convey it better. No. Ties are allowed, and it's actually remarkable that all three got the same points total after 10 events. They all finish tied in first place. People simply voted and we never learned why they voted the ways that they did. Maybe there should be an "After Show" for each event to get some insights into the designs and votes?
