Whitefoot
I would suggest switching "TAMPA" to right side up rather than upside down. Also, reduce the amount of space between the text and outer edges of the blue circle. Finally, the bridge used screams Golden Gate Bridge and I suggest changing the imagery to look like the Sunshine Skyway.
Matito
The secondary logo doesn't work. Like Whitefoot said, the font is illegible upside down, and the bridge inside the roundel doesn't make any sense. The bridge that everyone thinks of for Tampa Bay is the Sunshine Skyway Bridge, which doesn't look anything like that. Besides, the Skyway connects St. Petersburg and Sarasota, not Tampa, and certainly not North Tampa. If you insist on having a bridge (North Tampa is a landlocked neighborhood), then your best bets are the Howard Franklin Bridge or Courtney Campbell Causeway, but both of those are pretty unremarkable architecturally.
