Throwback Uniforms, Why Only One Set?

Recently, I was pondering on throwback uniforms; watching NBA teams wear road throwbacks at home and vice versa lead me to this question. Particularly, why do some teams only use one uniform of a specific set, as opposed to using both? The last time I remember such an instance would be the AFL 50th Anniversary during 2009 or the NFL's 75th Anniversary in 1994.

 

Wanted to open the discussion to learn why does it seem to be uncommon to use both a home & road throwback.

You do that to make money. It's tough to sell to the road fans :-)
