As @willmoen said, we have two AFL teams and have at one point had an NRL club (hoping to get another soon).

Who was the previous NRL squad and why did they leave?

The Western Reds, played in the ARL and later during the Super League in the 1990s before folding. They were unfairly made to pay the airfares of any team travelling to Perth which left them in a bad state financially. Support was always pretty good so basically ever since then the NRL has been playing games in Perth- we even get a double-header at the new Perth Stadium to open the season up.

The Pioneers will be led by Greg Ward, Jr., a former Houston Cougar with an electric skill set. Spurned by the NFL for his size, Ward finds a home in the XFL. The Pioneers helmet logo is a flag formed by the stylized shape of the state of Oregon.

So in the years since the Reds went out of business, Perth has been the biggest Australian city without an NRL team, kinda like how Los Angeles went without the NFL for so long, correct?

Pretty much. The NRL can hardly be called a National competition anyway considering their's no team further West then Paramatta and Penrith, and no Adelaide team either.

Canberra and Melbourne are both west. Defending champions and the Raiders. C'mon now.

The Bobcats will play in Georgia Tech's Bobby Dodd Stadium in Atlanta. I apologize for misspelling Atlanta in the image.

I would vote for the new Georgia State Stadium (formerly Turner Field) if they played in Atlanta, or Kennesaw State's stadium if you wanted an option in the suburbs.

That's hardly West considering the whole competition takes place on the East Coast.

Still west of Parramatta and Penrith but yeah, still east coast. Anyway back to the XFL content.

One of the reasons I'm not sold on this design is its locked into facing the right so that the "D" is oriented correctly. As shown here.

I'm unsure of those are meant to be missiles or three guns firing.  If they're meant to be missiles, perhaps the solution to this is to take them minus the D, increasing their size to better fit the helmet, and having them face forward on both sides of the helmet.

Absolutely Love this Look. What is the design on the helmet stripe? It looks like roses to me.

It's the oak and laurel wreath that surrounds the coat of arms of Mexico on the country's seal and flag.

Omaha, NE could field a team as well. The Omaha Nighthawks drew 20,000+ at Rosenblatt and TD Ameritrade Park during the UFL days. It's not ideal playing football on a baseball field, but Omaha is an event driven town. It regularly sells out concerts, the College World Series, NCAA and Conference Basketball, Baseball, and Volleyball tournaments, even the Olympic Swim and Curling Trials.
