There seem to be a lot of things within the NFL's Constitution, Bylaws and Regulations that work out to be more 'guidelines' than hard, fast rules.  The league has gone resolution happy over the past two decades, prefering to use them to state policy than actually modify their (ostensbily) governing document... kind of like the U.S.' written constitution being overridden by a mere Act of Congress repealing the 17th amendment.  The result is one helluva jumbled mess.
