I don’t think so. Pensions are paid into by the clubs, so I would imagine that Negro League players who never made an AL or NL roster at all wouldn’t be eligible. And those former Negro League players who didn’t have enough time on an AL or NL roster to qualify were already given retroactive credit for their Negro League years back in the 1990s.
