Obviously everyone on the roster gets a number. No rookies were given the option of single-digit numbers and most number change requests were denied by the team. Only veterans were allowed to make changes prior to the 2021 season.

Thats incorrect.  Rookies on the Buccaneers Joe Tryon- Shoyinka and Jaelon Dardon have single digits (#9 for Tryon-Shoyinka and #1 for Dardon)

He was specifically talking about the browns. Obviously other teams catered to their players demands
