I would say Quebec City to create once again a battle of Quebec. also with the Laval Rouge et Ore doing so well the intrests has grown majorly there. If not Quebec City then Halifax or London.

Halifax seems to be the most ready, willing and able city to get a CFL franchise. We'll just have to see how things go in the preseason game this year.
