I would say Quebec City to create once again a battle of Quebec. also with the Laval Rouge et Ore doing so well the intrests has grown majorly there. If not Quebec City then Halifax or London.

Don't do it! Don't expand! With more teams in the league, it'll be that much harder for the Riders to ever win the Grey Cup again! ^_^

Halifax...although Quebec would be a good fit and have a natural rivalry with Montreal, folks down here don't seem to know that Canada expands past Montreal :D a Halifax team would help that matter.
