This has been bugging me for a while. Is there an easy way in photoshop elements to outline numbers or logos without having to use the line tool over and over?

You've been using the line tool? Ouch. ;)

I'm not familiar with Elements, but this works in standard-issue Photoshop:

Assuming what you want to outline is by itself on an otherwise transparent layer, Ctrl-click on the desired layer in the Layers palette. This will select the layer's transparency. (You could use the Magic Wand here, but from my experience Ctrl-click gives better results.)

Go to Edit... Stroke... and select the stroke width and colour of your choice.

Have fun!

when i did it works w/ other images but not text WHAT SHOULD I DO

Simplify the layer first, then do the control-click trick on the layer pulldown.

2 questions about photoshop elements 2-

1- I know how to add a glow, but do not know how to change the color of the glow itself....is it possible or do i just have to deal with a standard white glow?

2- some people on here recolor uniforms in real photographs while maintaining the shadows and such? how do they do it?

the easiest way to achieve #2 is to use the lasso tool to select the clothing you want colored, then adjust different levels, like color balance, hue, saturation, etc.

I still don't have a website, but I have a dribbble now! http://dribbble.com/andyharry
