Since the previous years' races are already on the books and there was no proof he was dirty then, it's rather difficult to retroactively try to test him now for proof his body was back then.

Unless you have someone stepping forward to say he actually helped or wittnessed Armstrong dope up, and backed it up with some hard evidence, that ship has passed. Guilty or not, specualtion alone cannot convict someone- at least not in sports.
