Well, these are two very well known areas that don't have a team and they also provide in the way of the plan. Memphis is close to the area so Texas, Tampa and Kansas City won't have to travel far. As a result, the Astros and Reds would move to the newly-formed NL South with the Braves and Marlins, who would be moved over from the NL East, where the Pirates would be moved to, joining the Mets, Phillies, and Nationals.
