Will Ferrell is funny and funny only, all his other movies are freakin' amazing. You can't tell me you don't like Anchorman, c'mon Anyways back to the topic, I can't see this happening honestly. As much as I'd love to see it (i'm all for an underdog story), I just don't think it could. The summer olympics are just too big of an event, obviously we see major cities such as Beijing, Sydney, and London host olympics, and knowing that obviously I don't think the big Olympics Commitees would consider Tulsa. In other words, there are many other larger, more profitable locations that would be considered over Tulsa. The opinions I express are mine, and mine only.
