I've seen situations where someone gets arrested after a concert or going home from the bars where they stop to relieve themselves in a relatively dark and quiet area and a cop catches them. I really doubt he was swinging around with his junk out at the female officer. Doesn't make it any less dumb for him to do, but I'm going to give him the benefit of the doubt on this one.
