Because it was Idaho's bid to host, not Gonzaga. Idaho is taking responsibility for "tournament operations, including coordinating media, equipment, athletic training services, game operations, laundry, and acting as liaisons for the bands and spirit squads". Because Idaho is the host they get a portion of the profits from the events at the arena. If Gonzaga chose to partnered with the arena in Spokane then they could had tried to get the bid to host, instead of Idaho.
