The league, not the teams themselves, has hired talent scouts. These scouts seek out potential players for the league. Following cut and signing days the league knows how many of the potential players they need to invite to the draft. That number is figured by the amount of roster vacancies plus one. So even at the final pick the teams have a choice between two players. So for this year there are 9 roster vacancies, so 10 players will be invited to the draft.
