To clarify on this, the "Eastern" is Eastern Florida State College, which is a junior college (once known as Brevard Community College). He also forgot to mention UCF, as well as the two schools with locational modifiers--Florida Atlantic University and Florida Gulf Coast University. On to the logo, I immediately thought of the UWF and U. of West Georgia wordmarks when I saw that. The darker navy is nice, but I agree that the osprey head needed a full redoing.
