The Regular Navy Jersey is the best. The H logo helmet looks like a high school helemet. The Red set with the has horns going to different directions. Kind of a mess. I can live with the 2nd Navy jersey with a different helmet.

I also think this looks better in the daylight. It highlights the contrast between the blue and the black. 

They need to switch up the helmet, Make the helmet stripe match the pants. Not sure how to fix the helmet logo, I don't think all white would work.

Oddly enough, the Football Team aesthetic solved a small problem with the original Gibbs look in that they removed the helmet stripes which that set inherited from the 70's which, though lovely, didn't match the bicolor striping.

I believe it is based on General Rankings in the military where 5 is the highest possible and is very rare.
