Help making uniforms for Sheriff's Office

Listen up people, I work as a deputy for my counties Sheriff's Office and we are currently looking into creating new uniform designs. We have come up with the colors and 3 outfits, but the Sheriff is insisting that we have at least 8 uniforms all using at least 2 of the colors we have listed.

The colors we want integrated is:

Midnight Navy Blue

Sandstorm Tan

Pittsburgh Steeler Yellow

Black

Grey

White

black/grey camo

This uniform has a standard set used for inside the court room that has a Tan shirt/Navy Blue pants w/ tan stripe and black shoes. The designs I am asking you to create is more along the lines of what a military soldier would wear without the camo and jacket.

If anyone knows where I can get a template like what is listed above, can you please notify me.
