SEC is still primarily Southeastern, they added teams in North Carolina and Virginia so they can steal some fans from the ACC in that region, even though they are not as popular as the ACC schools there. They added Tulsa as damage control when Texas achieved their goal of being independent (as their AD said in 2040). Big 12 expanded its geographical horizons a bit adding more teams from the Midwest,Tennessee, and Florida. Also they wanted a super-conference much like the rest of the conferences so they did add some teams who didn't fit. It was either adapt or die, and having lost Texas to the SEC in 2020, they felt that they had to damage control. The Texas AD comment is just hypothetical, just for the sake of what would happen between now and 2100.
