It still allows them to operate behind the goal line where they either stop dump-ins or fire the puck up the boards, so the rule doesn't actually prevent goaltenders from handling the puck. It seems to be aimed at preventing goalies from slowing down the game by coming out of the crease and stopping the play away from their net.While I was at the AHL site, I saw this for the first time.
