Because silver is light enough to provide contrast against any team's dark jersey.If the Bucs wanted pewter to be an alternate dark jersey, I don't think there would be an issue, but I think they were trying to get an alternate light jersey (like the Steelers and their failed yellow alt.) which would make pewter too neutral.
