San Diego indeed was originally slated to have a USFL franchise, but in 1983 (it would wind up becoming, through a series of weird maneuvers, the Los Angeles Express). The USFL had accepted a Minneapolis franchise to play at the then-new HHH Metrodome, only to have Metrodome officials back away from the lease agreement they had agreed to (but not signed) with the ownership group - the Vikings, who were a primary tenant, had thrown a fit, not wanting potential competition.
