MLB Logo Design Process Help

I'm working on a school project that involved answering the question of the MLB logo design process. I met with a representative of the Rockies, but was given a lot of things I already knew (the team and MLB work together on a design, the design must be approved, etc). Hopefully someone knows of a specific timeline that is in place.

I'm looking for more specifics, like whether the team contracts a design department, they have one in-house, or if the league has a department they use. Also if there were any additional rules or guidelines, such as minimum time in advance for a change and minimum time a team keeps the logo (thinking of the NFL's 5+ year rule here).

I figured this crowd would give me the fastest and most accurate responses. Again, this is regarding team logos in the MLB only.
