The bones are there, it just needs a little finish.

The main thing I'd do is add some shadows to the stones, giving some dimension and conveying a better sense of solidity.

I'd also square the top of the shield more, to give it more of a 'solid' feel too, and put folds in the ends of the banner, keeping the banner about the same width as the top of the shield.

I agree with Gordie's comment about the details of the stonehenge design. It looks like a poorly-rendered pi, as that was my first though when I saw it. Perhaps add in some minor wear to it?

Agreed - I was thinking some simple black and darker gray lines reflecting the grooves and seams like the picture on this page:
