On why Anaheim over Tampa Bay? Because of stronger ownership (Disney over Phil Esposito's group) and a new arena (Anaheim Arena). On why Winnipeg moved to Houston when Winnipeg should have a team? Well to simply state Winnipeg Arena was a dump (built in 1955 and already outdated) and the MTS Centre wouldn't be built until 2004. Yeah I know Houston wouldn't have a new arena either until 2003 but it's a bigger market and a rivalry with Dallas would be implemented.
