I think Portland is the one city that loses a team and doesn't get a replacement.
I'm seeing Charlotte as the one new site for expansion.

It won't surprise me if we have more black helmets in this era, so TB seems ripe, even with just a white outline to the black logo (like the ATL Falcons).
I also wouldn't mind LA going to Speed Blue (like the Seahawks) before settling on the darker blue.

I'd have been OK with a metallic gold helmet but this looks good too.

I remember a lot of talk back then about Sacramento (the Surge in the WLAF, Gold Miners in the CFL and Mountain Lions in the UFL) and San Jose (where XFL Demons were originally going to be).
I'd say San Jose from among your options.
