This is my MLS concept. I have completely reorganized the league with tons of details all thought out.

Overview

There are six leagues in the “new” MLS. League One, the best; League Seven, the worst. There are no conferences, barriers, or divisions within the top five individual leagues. The League Six and Seven are separated into four geographic regions. League One through League Five would all have 20 teams each. The sixth and seventh level would have a total of 40 teams each, with 10 teams in each geographic league. Teams get 3 subs per game and 9 for friendlies. Before each game the playing of the national anthem is required. The country represented by each team is required to have their anthem played. The teams will generate international value by playing in many preseason friendlies with international opponents.

Season Structure

TOP 4 LEAGUES- The teams of the top 4 leagues take part in a double round robin tournament, playing every team in the league, once at home and once away. There are two breaks that are aligned with transfer windows, and there is a possible postseason for promotion and relegation. The year starts on January 1^st. From January 1^st to January 26^th, the teams are in preseason. After January 26^th, the teams compete once a week for 22 straight weeks. After 22 weeks, the teams receive a mid season break July 3^rd to August 31^st. Starting September 1^st, the teams will continue on playing for another 16 straight weeks. At the conclusion of this, some teams will enter the 2 week post season (Promotion/Relegation playoffs). This will end on December 31^st leading to the next season. The

Teams are ranked according to their points, 1 for a tie, 0 for a loss, and 3 for a win.

LEAGUE 5- The fifth league is different in the sense of season length. Instead of playing 38 total games as in the top four, they only play 19 regular season games and a possible 21 for the postseason. The league begins in the first week of April and the postseason ends the final week of August (22) weeks. Teams will play once a week, with a bye one week. There is no transfer window for League 5 teams. There rosters must be set prior to April 1^st, and once it is September 1^st, they are free to do what they wish.

THE 6^th DIVISION- The 6^th division is split into 4 geographical leagues. The 10 teams in each league will play a double round robin tournament (18 total games). There is no transfer window or postseason for this league. The winners are promoted, while the worst team is relegated. The league begins in the first week of May and ends the final week of August (18) weeks. Teams will play once a week. There is no transfer window for League 6 teams. There rosters must be set prior to May 1^st, and once it is September 1^st, they are free to do what they wish.

THE 7^th DIVISION- The 7^th division is split into 4 geographical leagues. The 10 teams in each league will play 9 games There is no transfer window or postseason for this league. The winners are promoted, while there is no relegation. The league begins in the first week of June and ends the first week of August (10) weeks. Teams will play once a week, with one bye week. There is no transfer window for League 6 teams. There rosters must be set prior to June 1^st, and once it is August 8th, they are free to do what they wish.

Post Season, Relegation, and Promotion.

TOP 4 LEAGUES- The top two teams are automatically promoted at the end of the season. There are three post season competitions they determine the league champion, promotion, and relegation.

The top two teams play in a head to head championship game based off of regular season points. The #1 ranked team always hosts the game. The League Championship game is always played 2 weeks after the end of the regular season (December 31^st). The Championship game crowns the yearly champion and is always the leagues final game of the year.

At the end of the season, the second week in December the teams ranked 3, 4, 5, 6 entered in a playoff. The team with the highest regular season points always host the playoff games. The playoff is single elimination. The resulting playoff champion gets promoted to the league above. The playoff span a two week period from December 21^st to December 31^st (one round per week). If teams are tied for a playoff spot, goal differential is taken into considerations, then head to head record, then head to head score, then yellow cards/red cards given throughout the season.

The final postseason competition determines relegation. The worst 2 teams are automatically relegated, but the 3^rd and 4^th worst must play in a one game fixture to determine the third and final team relegated. If teams are tied for a relegation spot, goal differential is taken into considerations, then head to head record, then head to head score, then yellow cards/red cards given throughout the season. This game is played one week after the end of the regular season (December 21^st). The 4^th ranked team hosts the match.

 

LEAGUE 5 RELEGATION- League five follows the same model set for the top 4 leagues, with the exception 4 total teams are relegated. The worst 3 teams are automatically relegated, but the 4^th and 5^th worse must play in a one game fixture to determine the third and final team relegated. If teams are tied for a relegation spot, goal differential is taken into considerations, then head to head record, then head to head score, then yellow cards/red cards given throughout the season. This game is played one week after the end of the regular season (December 21^st). The 5^th ranked team hosts the match.

 

All League postseason matches must be played at one of the following specific times (Friday night, Anytime on Saturday, Mid day on Sunday, any time on New Years Eve).

 

LEAGUE 6 AND 7 PROMOTION, RELEGATION, REALIGNMENT- The bottom two division of soccer are split into multiple regions. There are no playoffs in these leagues. The champion is crowned at the end of the season based on points. If teams are tied, goal differential is taken into considerations, then head to head record, then head to head score, then yellow cards/red cards given throughout the season. The 4 champions in League 6 are promoted to League 5, the 4 champions in League 7 are promoted to League 6. There are also no postseason to determine relegation. The 4 losers in League 5 are relegated to League 6, the 4 losers in League 6 are relegated to League 7. Because of the divide into 4 entirely different divisions, each year the conferences are redrawn. For instance, a team in Texas may be apart of the South League one year, then the West League the next year. It ensures less travel and a closer fan experience for smaller clubs.

 

PROMOTION/RELEGATION EXCEPTIONS- If a team is deemed unfit to be promoted there promotion will be given to the next highest team(See stadium standards). There is also the case for affiliate/reserve clubs. See below.

Reserves/Affiliates

Teams are allowed to have an affiliate club. This club is a team of reserve players who are owned by the main club but play in games to get game time practice. Affiliates can only play in league 5 and below. Affiliates must be named with “II” at the end. Affiliate clubs can transfer players any time to the main club, otherwise they must follow normal transfer procedure. Affiliates can be bought or agreed to. Affiliates can move between leagues (be promoted and be relegated). If they finish in the top playoff spot, the league below their affiliate, their spot is given to the next available team. Like wise, if the main club is to be relegated to the same league as the affiliate, the affiliate must be relegated and will take the 20^th position in the standings. Affiliates must have the same name as their owner with a “II” at the end, but other than that, they can be totally different. The logos, colors, jerseys, location, and stadiums can be different. As long as they have the same owner(s) and name.

Offseason

TOP 4 LEAGUES- The offseason depending on how far the team goes can start from December 14 to December 21 and ends on July 31. During the offseason teams can play unlimited friendlies, inter league play (League 1 teams vs League 2 teams for example) is not allowed during the season unless it's during the US Cup or Canadian cup, but is allowed during the offseason. Team training can start at any time and end at any time during the offseason. During the offseason there will be League mettings held at the MLS headquarters. Games would be scheduled along at these meetings. Each League 1-5 would have their own conference at head quarters.

LOWER 2 LEAGUES- Each regional league in 6&7 will meet at regional headquarters for scheduling during the postseason/preseason break for the Top 4 Leagues.

Awards

After the end of each season each league will release an All-League. A voted best player at every position from the previous year by all coaches in the league. Players tied will get a re vote until the tie is broken. In addition, there are a slew of individual awards,

Allstar Game

In the middle of the League season (2 weeks into the mid season break) there is an All-star Game. The all star game is selected by fan voting, only MLS1 players are eligible. The all-star game is hosted through a bidding process. Each Allstar team has 14 players. They are coached by the coaches of the teams who participated in the finals a year before. After the 28 player pool is selected the two coaches draft their teams behind closed doors. There are also a panel who give input on how to make the two teams the most equal. Every player selected must play in the game.

Transfer Window

TOP 4 LEAGUES- The preseason/postseason transfer window is 1 January to 26 January. Teams can trade, loan, buy, sell, sign, and release/cut players in this time with no restrictions. The mid-season transfer window is 3 July- 31 August, teams can trade, loan, buy, sell, sign, and release/cut players in this time with no restrictions. There is no salary cap, meaning teams may spend as much as they would like. There is no roster maximum nor minimum. There is no draft as in other American sports. There are no waivers or waiver order, a free player is free available to all and any. Teams can loan, sell, release/cut, sign, buy, trade, and have tryouts in the off-season with no restrictions and during the transfer period. During the season, players can be cut or promoted from academies/reserves. This is the lone exception for adjusting a roster while not being in the transfer window.

Sponsors and Jerseys

Each team is allowed as many sponsors as wanted, there can only be one sponsor per kit. Home kits are light colored, away kits are dark. A team can have a max of 5 total kits, 2 mandatory and 3 optional alternates. Each kit can have a different sponsor or no sponsors. On the sleeves there must be a patch of the league the club is sporting, "MLS 1" ex. For holidays and playoffs the kit will sport a patch on the back under the collar. Each teams crest must be present on the left chest. Sponsors on the jerseys can vary in size but must be on the front of the kit. Shorts also must sport the team crest on the either side of the leg. Socks, shorts, and kits must be all the same color. If the kit is checkered/striped/designed the shorts and socks must match the main color. Players can wear headbands and concussion guard but no hats. Socks can be striped and checkered as long the main color is the same. Socks must have the teams crest on the front of the socks on the shin or on the back on the calf. Jerseys are up to individual club sponsorships and boots are up to individual players.

Stadiums

League 1 stadiums must seat 27,000. League 2 stadiums must seat 12,000. League 3 stadiums must seat 4,000. All other stadiums must seat 1,000. If a team doesn't have sufficient ownership, funds, or stadium, the team will be fined/ suspended/ or the team will be sold to a new owner. Teams can also be punished with relegation and the option of promotion can be suspended. Teams can play in football stadiums or soccer specific stadiums. There is an exception to the League 1 stadium rule, a team can play in 15,000 seat stadium of they present a plan to build a new 25,000 seat stadium within 2 years. If the plan isn't fulfilled, or never presented to begin with, the team can be relegated. The net is 22x8 and the pitch must be 110x70. The pitch can be real or artificial, domed or outside. The pitch must be green with only soccer lines visible. League 1-3 stadiums must have real grass.

During the Game

MLS follows the rules and standards of the International Football Association Board (IFAB). The playoff extra time structure follows IFAB standards: two full 15-minute periods, followed by a penalty shootout if necessary. Major League Soccer will implement fines and suspensions for simulation (diving) through its Disciplinary Committee, which reviews plays after the match.

Televison

All games are televised on either a Fox Network or ESPN. All games will air on the MLS website, MLSnet.com, and on the MLS TV network, MLSnet.

Head Quarters/Owners

The HQ is in New York, New York. There are also branches in, Salt Lake City, Philadelphia, Chicago, and New Orleans. Teams can have a board or an owner but not a membership. There is one MLS commissioner, but one co-commissioner per league. Team names, owner sales, city movement, and other large changes must be confirmed by the co-commissioner for the designated league and the overall MLS commissioner. League sponsors are discussed and voted on at these headquarters.

Expansion

Any expansion team must acquire the rights to a team. That means purchasing or agreeing to terms with a current League team. The exception is if one team folds. If a team folds the league will offer the rights to this team for free to the group who best offered a plan to start a new club. The new club can move, change name, logos, everything. In the case of claiming the league spot left by a folded team, the new team will start in the same level that the folded team ended at. Teams can force promotion through acquisitions. EX: if a group wanted to start a League 1 team, they would first have to buy a current League 1 team, then they would be allowed to change the entire team to their liking. Teams can force relegation without acquisitions. Teams wishing to be moved down leagues for possible financial reasons can submit their idea to their regional headquarters. If the regional approves it, the League HQ will look to approve. Teams forcing relegation automatically claim the 20^th position in the standings at the end of their regular season. Forced relegation teams cannot qualify for any post season competitions dealing the League.

Goals

The goals of the top three leagues are basically the same. The top league should aim for high television ratings, pooling top flight international players along with the absolute best Americans and to average attendance at 30,000-35,000. Attendance should average above 40,000 in the post season.

League 2's goals are to fill their stadiums and to create an atmosphere that captures the minds of the fans. The stadiums here are smaller, but the goal is to average 15,000-17,000 a game. The goal for every League 2 team is to compete in the top league through the promotion process. The goal is to draw top players from America, Canada, Mexico, and Central America, as opposed to the entire world. During the post season attendance should average above 25,000. All of Canada's and America's national teams should at least be in the second league.

League 3 and 4's goals is similar to those of AAA Baseball and the AHL. Have markets not normally represented, or markets with interest, but not enough to hold a pro team to compete on a national stage. The League 3 teams here are hoped to average 8,000-10,000 fans a game. League 4 are hoped to average 4,000- 6,000. In addition, they will be filled with the top US college players along with much of the US U-23 teams and surrounding nations future stars. Playoff games hope to bring over 10,000 fans in for each.

League 5's goals are similar to those of the NBA D-League. The goal is to feed fans in smaller markets the live entertainment they desire without traveling to major cities. Fans of these teams will ofter support another League 1 Club. This league will be mostly made of NCAA DI players, Ex-professionals, and other college elite players. The players here would get a feel of the national lifestyle while playing less games. Less games also stresses an importance on home games and will create a great home field environment. The target attendance is 2,000-4,000.

League 6 and 7's goals are to have a community club that area fans can see during the weekend or on Friday nights. The hope is for 2,0000 fans a game. They will be playing in smaller stadiums, so the goal is to fill the stadiums and to generate the best game day atmosphere. These levels are important because they should draw interest in the sport from locals and possible affiliations will help the upper leagues. This league will be filled with ex-college and current college players. There will be some NCAA DI players but it will most be filled with the ranks of NCAA DIII, NAIA, and NCAA DII players. They effectively serve as area college all star teams. Although they can promote, the lack of definite rosters, and the long offseason will make it hard to retain their best players. Players at this level will almost always have 1 year contracts and most teams will host invite only tryouts to fill their ranks. The hope is for the highest team in attendance to average around 5,000 while many lowly teams may struggle to gain 750 fans. This disparity would sort itself out with first 3 seasons as by then the best teams, most organized, most supported, and highest funded could possibly be in leagues 4 & 5.
