The entire upper deck is owned (I think) by Al Davis and the Raiders, who put a tax for those seats to be used. The A's ended up not selling those seats and were paying a higher rate on the seats than they were making so they stopped making them available. Ive heard rumors that they were trying to work a deal if they make the WS, but I doubt itll happen.
