Its just a bad customization job. You can tell from the crest that its not a China knockoff. The crests on those are always oversized and done with cheap wrinkly materials. The shoulder panels being flush with the seams of the arms is actually something that a few NHL teams had (Canucks, Flames, Oilers, Rangers and Capitals come to mind), though I don't ever recall the Hurricanes ever having "squared" shoulders. Also, while the collar looks like a standard two-layered collar that many teams used (like Chicago, Dallas, Ottawa's white jersey, Anaheim's eggplant jersey, the Hurricanes had always had a elastic two-colored collar. However, and this may be the key part, the little Hurricanes logo on the rear hem indicates that it was produced sometime between 1996 til at least 1998, as all replicas produced by CCM during that time has a tiny replica of the teams logo on the rear hem. Knowing that the Hurricanes weren't around before 1997, and that the shoulder paneling is not correct, it is possible that you may have a replica from the very first season, or...possibly even a prototype (that winded up being about 99% of the final jersey)!
