Like Ark said, I'm sure at least part of it is just politicking and saying things required for the business relationship. But I think you're absolutely right, BBTV. Pirates fans aren't "excited" or "proud", necessarily, at the fact that the Pirates have a Sheetz patch on their jerseys now. And I feel like western PA (along with some of WV, etc.) will claim Sheetz as a cultural marker juxtaposed with Wawa. In other words, there's at least some identification with Sheetz among fans here. But to be proud of a local health insurance company? I can't imagine people from Philadelphia or eastern PA are claiming the local Blue Cross company as something that helps identify them as people from eastern PA in opposition to Empire BCBS (NY) or UPMC Health Plan (PGH) or whatever.

Would Highmark be the Pittsburgh equivalent of Independence Blue Cross?

Yep, that's it. They also advertise heavily during Pens and Pirates games (along with UPMC and Allegheny Health Network), and I can't imagine anyone watching feels anything more positive than ambivalence toward any of them, let alone pride.

It also helps that it's in team colors. My biggest issue with ads on jerseys is how they stick out like a sore thumb due to not matching colors. I can at least tune out the Motorola patch because it matches the uniform, unlike say the TD patch on the Blue Jays

Isn’t Blue Cross an enormous, nationwide insurance conglomerate anyway? 
 

Being “proud” of that would be like saying your particular region’s culture is unique because you have a McDonalds around the corner.

I think it’s like State Farm or Remax, in that they’re national companies, but have local “franchises”. There’s realty firms that you’d never knew were affiliated with Remax or the other big ones. I’m not sure if you can get “blue cross” insurance without a local company. Maybe, maybe not.  But despite the franchise aspect (which I have done zero research on) I’m not sure it’s apples to apples to McDonalds. 
 

Doesn’t make the patch any better though.

Yeah Blue Cross is available through companies all over the country. I’ve had them (at least in some capacity) with a couple different jobs I’ve had.
 

Blue Cross Blue Shield is also one of the bigger sponsors for Oracle Park and the Giants. 
 

This feels more like

Large Company: Specifically Our Local Branch

as the sponsor.

 

I guess that makes sense. Maybe more of a Dunder Mifflin situation, perhaps?

I think a good analogy would be how your local non-big-box hardware store "Johnny's Hardware" is actually an Ace or True Value in disguise. A little more local and independent than a McDonalds or a locally owned Lukoil, but still affiliated with a national giant.

 

Like how if you go to True Value's store locator, you'll see results like "Monarch Hardware Company", and if you go to Ace's, you'll see Fairmount Hardware - but the receipt also says "Ace".

 Why didn’t I think of that? I shop at three hardware stores basically weekly for my job, and all three are the old hardware stores that have been up here for half a century, but now they’re all “Brought to you by Ace”.

Yeah, Ace Hardware is similar to those IGA grocery stores out in the sticks, it's a big co-op but they're more independent businesses than franchises per se.
