Yea because in just a 18 game season you can’t afford to rest players unless you have your playoff spot locked up where byes and home field advantage are so valuable in a single elimination playoff. In an 82+ game regular season and best of 7 playoff rounds you can pick and choose when to rest starters because seeding isn’t as important as just making it to the playoffs. Way more get signed and released week to week. ETA - Gambling partners won't want a limit to the number of games played in a given week due to added byes. I don't see it happening. But adding one more week of games and then adding more byes that are unlikely to be spread outside the current bye week period means fewer games in a given weekend. that might not even be allowed with the current broadcast contracts - I don't know. It looks like 1993 was the last time the NFL had two bye weeks (16 games over 18 weeks). There were 28 teams (pre Jacksonville, Carolina, new Cleveland, and new Houston).
