for raster and vector templates you need a special program right?

raster you shouldn't need a certain program, maybe I'm wrong.

For vector, usually you need adobe illustrator or adobe reader.

Does annyone know how i could get good stripes on my football jersys (like the ones on the Broncos uniform)

First of all, let me say that if you don't know Illustrator yet, you might do good to learn that program. It's great for concepts because everything is in vector format (vector works akin to a digital camera--no matter how big or small you resize or make an object, it retains its integrity because its digital rather than pixelized--that's about the best way I can describe it.) If you've dabbled in it before, you can use the pen tool and use the lightest stroke weight possible (I usually use .25 pt size) and you can draw the shapes of those Bronco swooshes pretty easily. Or, you can use a broader pen stroke if you're doing regular stripes on pants or sleeves. (From what I understand, CorelDraw works almost similar to Illustrator, though it's been a LONG WHILE since I've touched anything Corel.)

If Illustrator isn't available to you, then I would guess you'd probably be able to do pretty much the same thing in Paint with a super-small brush or pencil point size to draw the shape of the Bronco swooshes, or a thicker point size for regular stripes.

I hope that helps you out a lil bit.

does anyone know any full body templates, that don't have people wearing them in ms paint!

With the St.Patty's vector hockey template, how do you get it so its not coloured like the template shows in that milton thread thingy?

There is probably an easy step to do this but i'm missing it right now (been over worked the last few days...)
