I don't know if it's a common thing to customize your the serial numbers on your plane like a license plate, but that's freaking cool.He still needs a PPR (Prior Permission Requirements) approval from the Wing, or Group, or at the very least the Squadron Commander....this has nothing to do with money. I can only assume some military fokes are on the plane when it arrives. It's strange.I think it falls under one of those rarely used rules since I'm not too up to date on flying regulations. But I'd think he'd want to fly straight into Charlotte rather than Andrews.
